Environmental, Health & Safety
Texas Eastern Products Pipeline Company, LLC (TEPPCO), the general partner
of TEPPCO Partners, L.P. (Partnership), has formalized and adopted this Safety,
Health and Environmental policy (Policy), pursuant to which TEPPCO, the Partnership
and the Partnership's affiliate companies will conduct their operations and
business.
TEPPCO WILL:
- Operate the Partnership's facilities in compliance with all applicable Environmental,
Health and Safety regulations to ensure the safety of the public, the safety
of TEPPCO's employees and contractors, and the protection of the environment.
- Strive to provide a workplace free from known and recognizable hazards,
and to prevent or significantly reduce impacts to the environment or public
health.
- Minimize hazards in the workplace and impacts to the environment.
- Give employees the authority to stop unsafe acts in violation of the Partnership's
policies or procedures.
- Insist that no work activity is more important than the health and safety
of the public, TEPPCO employees and contractors.
- Require each employee, as a condition of employment, to work in a safe manner.
- Provide the necessary tools, equipment, and training for employees to perform
their work in a safe manner and in a way that is protective of the environment.
- Require contractors to meet established (TEPPCO approved) contractor safety
criteria to qualify for any work and require the adherence to applicable environmental,
health and safety regulations and procedures.
- Investigate all significant accidents, conduct a root cause analysis, when
appropriate, and communicate the lessons learned to the employees.
- Develop and implement environmental, health and safety initiatives consistently
throughout TEPPCO.
- Assess planned projects and operational revisions to prevent or significantly
reduce impacts on the environment and public health.
- Respond to any releases of regulated substances from the Partnership's facilities
in a timely manner in order to minimize environmental damage and to promptly
and efficiently correct any such damage.
- Report to proper federal, state and local authorities damage to the environment
from releases of regulated substances in compliance with applicable reporting
requirements.
- Encourage activities aimed at improving the Partnership's ability to maintain
public health and safety, to protect the environment, and to reduce overall
emissions and waste generation.
- Operate the Partnership to minimize environmental and safety hazards, be
responsive to community concerns, and maintain communications with the public
concerning any significant environmental or safety hazards.
- Maintain appropriate procedures/standards that address and support all phases
of the Policy with periodic review to assure their effectiveness in meeting
regulatory compliance, industry standards and public concerns.
